Hey PokeBeach, this is the deck I've been using for a while and have had quite some success with it. I've grown very comfortable with this list but i know it can be better.

When I saw Rayquaza acted very similar to an old favorite of mine Magnezone Prime I know I'd have to give it a go. The basic strategy of the deck is to load up Rayquaza EX and 1HKO big basics such as Darkrai EX.

the Tynamo, Eelektrik, and Rayquaza EX are pretty much self explanatory but i think I should try and fit an extra Eelektrik in there somewhere and possibly replace 1 NV Tynamo with 1 DE Tynamo. I use 1 Raikou EX for several match-ups such as the mirror, sniping eels, Sableye, Accelegor, Garbador, Altaria, or small pokes yet to evolve. 1 Mewtwo EX to just have a backup plan if i cant get a fire energy in play i just load up a Mewtwo EX and go with it, they're also nice to counter other Mewtwo EX. Although i have 1 shiny Rayquaza in the deck i honestly don't like the card very much. I never lead with it when i can donk easy prizes, after the first turn or 2 most of the time its a wasted slot in the deck or bench, and the 2 cards discarded has severely hurt me early on in some games. I'd like to hear opinions on the Rayquaza the most.

4 Catchers are just standard in decks in this format, 1 super rod to get back Tynamo and Eelektrik late in the game, 2 tool scrapper being very important as it turns a lot of 4 energy kills on EX with eviolite into 3 energy KO's. Might consider putting 1 more in there. 3 Ultra Ball and 3 Level ball for searching out eel's, tynamo, Rayquaza EX, Raikou EX, and such; I'm fine with these numbers. 3 Eviolite I've seen people running no eviolite but i really like them in this deck as it turns Night Spear from a 2h KO into 3hit KO's though i've thought about cutting it down to 2 eviolite. 3 switch has been fine for now but these are a very essential part of the deck when i only have 1 rayquaza EX and need to load it up and KO something with it the same turn, also very good with getting eel's out of the active when people catcher them out to stall. Might bump it up to 4. 2 Max Potions, i really dont like this card in the deck at all i rarely ever use this and even if i do i have to pray to draw into a fire energy. I've only used it on eel's so they dont ko'd from the 30 damage on night spears. Thinking about taking these out but someone can try to convince me otherwise. 1 Random Receiver, i kinda want to add 1 more for consistency.

Switch for trapped eels in the active and in the situation of where i have 1 Rayquaza EX and need to retreat it to dynamoter to it and then switch to get it back into the active to KO something. Though i will try your suggestions.
 
^ Switch is pretty much the only thing keeping your opponent from stalling you in this format. Since we lack Shaymin UL we cant simply retreat it when we would like to, and Super Scoop Up just kills the decks speed

I use this Pokémon set up:

3 Rayquaza DR 128

I would personally drop an N or an Energy (basic). The reason I go with this configuration is that you set yourself up for an easy retreat if you start with the free retreat 'Mo, and since this deck is based on speed and damage in the form of 1 hits where you can land them, you're going to want to scrap other dragons ASAP. This is a difficult list to play as it really relies on the first heads, but makes short work of Hydreigon early on through knocking out Deinos or even giving them the T2 dragon. It also speed counters (IF played right) other Ray decks.

I also don't feel you're not devoting enough room to Rayquanza's most viable engine: Skyarrow.

The bridge is a huge factor in getting consistent One Hits, so dropping the single Super Rod (if your eels are knocked out, keep playing around with Mewtwo or the Vaultquaza) should give you more room for it.

Last, DO NOT drop out the Max Potions. They are pretty vital to a deck that mills itself for the first turn or 2 easy.
