I would take out Victory Cup, 2 Cherens, 2 HTL and add 1 Raikou EX, 1 Rayquaza DRV, 3 Skyla

Rayquaza DRV to get quick OHKO
Raikou EX so you can do 100 anywhere on your opponent's field
Skyla so you can get your Level balls, Ultra Balls etc
 
You should switch the Zekroms for a BabyQuaza and something else. It does a better job at non-EX than Zekrom. Wait... No Switch? You need 3-4 in every Rayeels deck.
 
Here are the edits i did.
-2 eviolite
-1 victory cup
-1 level ball
-2 Random Reciever
+2 Rescue Scarf
+1 Super rod
+1 Switch
+2 Full Heal
 
Eviolite is much more important for the deck than Rescue Scarf. If you count how many prize cards they are going to take by getting rid of your attackers, it won't matter to bring them back.

Drop the lone Energy Search and add a second Tool Scrapper because Garbodor may be big this coming weekend with how it did last weekend. This deck is completely shutdown by it if they have a tool attached to Garbodor. I'd really recommend dropping the Super Rod because you have adequate energy and with how the deck is played you won't need more Pokemon-EX back. You also should drop a fire Energy because you should never have more than 1 Fire attached to a Rayquaza EX. Those two spaces can be devoted to Skyla to get you important search power.

That's why you have Super Rod, it gets back your Eels, energy and other Pokemon.
 
I don't think that DCE is worth it in this deck. You only have one Mewtwo, and DCE will be unlikely to be drawn when you need it since you only run 2. You can also just easily power up Mewtwo with Eels. I would take away both DCE to add in another Eelektrik and another Super Rod, because your Eels are the most important part of your deck and you always want easy access to them.
