Energy:

  • 8 Fire Energy
    4 Double Colress Energy

Strategy:
The strategy behind this deck is to use the new sky field stadium to get a large bench and use M rayqueza EX to do 240 damage a turn. Mewtwo EX is a good colorless attacker. Seismitoad EX is for item lock. Shaymin EX is for the ability o help draw extra cards. Raichu is for opposing M rayqueza EX's and Yveltal EX's. Nintails is to help prevent my opponent from replacing my stadium and is the only pokemon in the deck that requires any type of energy so thats why there is fire energy in the deck. Card text from the the Roaring skies cards are below.

Skyfield - Trainer
Stadium

Both players may have up to 8 Benched Pokemon.

If this Stadium card is no longer in play, each player discards their Benched Pokemon (and all cards attached to them) until there are 5 Benched Pokemon left.

This card stays in play when you play it. Discard this card if another Stadium card comes into play. If another card with the same name is in play, you can’t play this card.

--------------------------------------------------------------------------------
Winona - Trainer
Supporter

Search for your deck for up to 3 [C] Pokemon and put them into your hand. Shuffle your deck afterward.

You may play only 1 Supporter card during your turn (before your attack).

--------------------------------------------------------------------------------
Mega Turbo - Trainer
Item

Attach 1 basic Energy card from your discard pile to 1 of your Mega Evolved Pokemon in play.

You may play as many Item cards as you like during your turn (before your attack).
Steven - Trainer
Supporter

You may play only 1 Supporter card during your turn (before your attack).

Rayquaza Spirit Link - Trainer
Item

Pokemon Tool: Attach a Pokemon Tool to 1 of your Pokemon that doesn't already have a Pokemon Tool attached to it.

Your turn does not end if the Pokemon this card is attached to becomes M Rayquaza-EX.

You may play as many Item cards as you like during your turn (before your attack).

--------------------------------------------------------------------------------
Rayquaza-EX - Colorless - HP170
Basic Pokemon

[C] Rising Burn: 10+ damage. If your opponent's Active Pokemon is a Pokemon-EX, this attack does 50? more damage.
[C][C][C] Dragon Pulse: 100 damage. Discard 1 card from the top of your deck.

When a Pokemon-EX has been Knocked Out, your opponent takes 2 Prize cards.

Weakness: Lighting (x2)
Resistance: Fighting (-20)
Retreat: 2

-----M Rayquaza-EX - Colorless - HP220
Mega Evolution - Evolves from Rayquaza-EX

When 1 of your Pokemon becomes a Mega Evolution, your turn ends.

Δ Evolution: Once during your turn (before your attack), you may play this card from your hand to evolve 1 of your Pokemon even if that Pokemon was put into play this turn or if it's your first turn.

I've already been experimenting with this deck, and I've found a couple flaws with your list.
You have too many NON-Rayquaza attackers. The deck is based off of Rayquaza, and it is not smart to use Pokemon that have nothing to do with the main strategy.
Here is what I'd do with your list.

-2 Pikachu
-2 Raichu
-1 Seismitoad
-2 Mewtwo EX
-2 Prof Obvs
-3 Muscle Band

+1 Rayquaza EX
+1 M Rayquaza EX
+1 Mr. Mime (PLF)
+1 Shaymin EX
+1 Jirachi EX
+1 Ultra Ball
+2 Mega Turbo
+3 VS Seeker
+1 Spirit Link

The deck was lacking in a couple of things, which I will list now.

Your deck was more of a "Toolbox" type of deck, wherein Rayquaza isn't the main attacker. In my Variant, Rayquaza IS the main, and the most powerful, which is why more are needed.

I left a Toad in there just because of the greatness of the lock, thought it isn't necessary.

Mr Mime to prevent bench damage taken to Nintales.

More Mega Turbo and Ultra Ball, because acceleration is necessary to be good with this deck.

VS Seeker instead of Observations because it can get back N, Wionna, Juniper, and most importantly Trump Card.

Shaymin for more acceleration.

At least that's my take on it. Your thoughts?

You're better off running Professor's Letter over Steven. It gets you 2 Energy and doesn't waste your Supporter for the turn. If you really want the Supporter search, add Jirachi, since Supporter search off à Supporter is pretty slow and in Steven's case, mediocre, since it limits you to Supporters unlike Skyla.
Also, even if the Toad is good, I wouldn't play it in this. The deck can start hitting very hard as early as T2, so you shouldn't really waste your attachment / attack on it.
