You might be mistaking it for Regirock V, which was one of the first V Pokemon revealed years back. Still a good point though, Steel and Ice havent had a rule box pokemon in a while.

Rocket’s Mewtwo ex has 50 more HP in the same set. Mewtwo is way less bulky than Regirock. Why?? And the attack should have at least targeted all evolved pokemon to at least one-shot stage 1s for a 4-energy attack. Weirdly weak card. Hope it at least gets a gnarly SIR, we need a Regi-themed set someday

Rockets Mewtwo is given more HP in order to balance with its ability of not being able to attack unless you have four or more rockets Pokemon in play, in order to make the deck worthwhile

two comments-

1. it would be cool to get ex’s for all the regis so that they have some sort of effect together, or at least the core 4.

2. this is completely stupid. most stage two ex’s have over 300 hp so unless it does at least that much it’s kinda useless. I guess u could use it with black belt to ohko dragapult but without being able to ohko zard this is useless.
