Competitive: Much like Platinum, Rising Rivals contains several playable cards as well. While generally Platinum contains more playable cards for more different kinds of decks, Rising Rivals does boast the BCIF - Luxray GL LV. X. If you manage to pull one of these, you are golden. Luxray can work its way into almost any deck, and if for some reason you don't need it, you can trade for just about anything you would need. Rising Rivals also contains other useful cards like Nidoqueen and Flygon, and a few others trainers that work well with SP.
However, Rising Rivals isn't without its downsides. Oftentimes, a booster of Rising Rivals will yield nothing but worthless cards. The amount of "junk rares" is a bit higher than usual in this set. Luxray LV. X is also a complete pain to pull, as the Level X ratio in the set is an abomination. (2 Level Xs for every box, 9 Level Xs per set...you can do the math) Buying a whole buy and not getting either a Flygon or Luxray LV. X is very bad thing, and makes your box next-to-worthless.
All in all though, getting some boosters of Rising Rivals is worthwhile. However, you should be warned that you are taking a gamble on a booster box.

Collector:: For collectors, the rather high number of Level Xs (along with the extreme value of some of them) make this set rather hard to complete. 120 cards is about average for a set, so you should find nearly all the regular rares and nearly all holos from just one box. Classic reprints once again return, this time in the form of 3 Pikachus. The Rotom Formes are also neat collectibles, but they are a bit rare. (2 per box, 6 in the set) The Level X ratio is horrible, and combined with the high number of Level Xs, it could take 3+ boxes just to get the Level Xs. If you decide to go for just one or two boxes, you are taking a gamble of pulling the valuable Level Xs. If you manage to get Flygon/Luxray/Infernape in your box, the remaining Level Xs won't be too hard to trade for, nor would they be too expensive. (Though buying 6 Level Xs is still going to cost a bit) If you don't manage to get Luxray, this set will become a pain to complete. Luxray and Flygon together can easily reach $80+.
Overall, Rising Rivals isn't a good option for collectors, unless they have a Luxray GL X and the other valuable Level Xs.
