You can obtain the prerelease promo card yourself by attending a prerelease tournament in your local area. More information about prereleases can be found on the official Pokémon website, and the "Find an Event" can help you locate one that's close by you, though the prereleases for Rising Skies are still a few months away, so not all locations will be listed yet. You do pay to attend the events, but in addition to the promo card, you receive some packs of the set and get the opportunity to play in a tournament with the cards you receive.
Do people here post when they see a likely tournament or official prerelease time listed on the website for their area, or does the Pokemon website eventually say it somewhere.... or do you just keep checking the listings every day like a maniac? lolAthena said:Yeah, the price in the US is usually $30, but for that price you get 8 total booster packs, plus the promo, and any prizes you might win from playing, and the opportunity to play in a cool sort of tournament which is fun in and of itself.So if you like playing, it's a nice event to attend, but even if you're just a collector, you get a bunch of packs and a promo card for a decent price, and usually before the set is officially released, too.

If there's a league near your area, you can probably find out through the league if they typically hold prereleases and if they're planning on having one for Roaring Skies. Many prerelease tournaments are linked to leagues because both need an official Pokémon TO to function. If I were you, I would look at the information for the league that you mentioned meets on Mondays and check and see if they have a website or e-mail that you could use to contact them for more information directly.
