i was trying to make a rogue deck to counter most of the top 90% of decks in the standard meta. these include: Night March, YZG, Toads Hammers, M Manectric, Vespiqueen Vileplume, Greninja, Vespiqueen, and M Rayquaza.
The deck I propose to you today is a deck that should beat all of these but M Manectric. Here it is:

  • 2 Parallel City
  • 4 Delinquent
  • 4 Assault Vest

  • 4 Trainers Mail
  • 2 Maxie's Hidden Ball Trick
  • 3 Switch
  • 4 Korrina
  • 1 Fighting Stadium
  • 2 Judge
  • 2 Professor Sycamore
Energy:
  • 2 Strong Energy
  • 3 Double Colorless Energy
  • 4 Fighting Energy

How will this conter night march? You need for ever to set up with energy cost like that.
And, I don't think you will be able to pull of Maxie with that list...
4 Delinquent, 4 Korrina, 2 Sycamore and 2 Judge, that are way to much supporters to manage your hand to 1 card.

Even ToadTina will knock you out, before you are able to attack with an energy cost of 4 from Regirock.
I don't think this deck will stand a chance against any deck you mentioned.
Did you play this list already?

And how can a fighting deck counter everything but mega manectric?

Anyway: If you want to play Maxie, you should include cards you can easly play like:
Unknown
Red Card
VS Seeker -> 4 (not an easy to get rid of card, but a must have)

You can easily cut out some supporters.

And you run Garbador but don't have any Float Stone in your decklist, this is a must have for any garbador variant IMO

Sorry, I don't want to offend you, the deck describes as rogue, so I can understand.
If you really want to play these pokemon (because of omega barrier I think) you
certainly can. But Maxie will not help you without draw luck.
So cut out some supporters, include some Unknown and VS Seeker and don't expect to much from it.

The one deck you said you wont do well against is the one deck I can see that it would do OK against. You have to run Acro Bikes in addition to the stuff Yumikora said to run if you want an efficient maxie engine, and without an energy accelerator like Landorus FFI you are going to have a seriously hard time getting an attack off, espially against the 90% of the meta you described as being able to beat. They will be attacking no later than T2 unless they have a garbage setup while you will have to wait till at least T3 to get off your first decent attack.
