Would probably be usable if its attack was better, but like this, I wouldn't bother with it. You can only search out one card unless you run Devolution Spray, which in the B/W-on format, you can't Junk Arm for it, nor do we have something like Broken Time-Space, so you would only get to search out one card if you run one card to activate it. Overall, I think it's kind of a waste to run.
 
With the format slowing down I think a card like this could be teched into decks more easily then last format. The only deck that excels from this card greatly is Ninetales/Amoongus. Since it already runs Devolution Spray and 4 Level Ball. And I guess any rouge Aggron decks as well. Something like Eels or Garchomp would be bad since those need so much bench space for Eels and Altarias. Or basic only decks Like Speed Darkrai, Entei and Terrakion decks. Darkrai/Hydreigon could take good use of this card since it abuses a lot of unsearchable Items like Max Potion and Dark Patch. Empoleon could use it as a bench filler. And I'm zoning out on the other decks. But any standard deck could benefit from at least trying it.
 
This question isn't specific to this Roserade card and may belong in the Card Rulings and Game Mechanics sub-forum but it does tie into this thread.

When using Roserade's ability (or any other card that has a similar effect, such as Twins) do you have to reveal the card to your opponent? I'm 99% certain that you wouldn't have to reveal the card to your opponent (especially considering the card doesn't tell you to), however it doesn't hurt to ask :p.

While I'm not a professor, I know that with Twins, which has a practically identical wording, you do not have to show the card to your opponent, so I would assume it is the case here. I'm fairly certain that if the card does not say "And show it to your opponent" or something along those lines, you don't have to show it to your opponent.
 
This card is sorely underrated in stage 2 decks. I am currently testing an Empoleon/Roserade deck and almost every game I get multiple Empoleons on turn 2. The ability to search this card out with Level Ball and turn Level Ball into anything you want is pretty unprecedented. I would give this card an 8/10.
 
This card is actually a lot better than people give it credit for being. Unfortunately, most decks don't have room and/or bench space to fit it, Devolution Spray, and enough techy cards to make full use of it. Even so, I've been using it in a couple select decks.
