Pokemon Rotom&Phione- legendary?

Do you consider Rotom a legendary? I've heard both sides. I personally do not, but I want to be sure.

Reasons people think it is:
-The legendary music plays at its encounter.
-It is documented in the National Pokedex right before all the legendaries.
-It's one-off. No additional Rotom can be caught.
-It's Genderless.
-It's always found at level 15. The level at encounter is set.

Reasons why people think it isn't:
-It's at level 15 in the wild. That would make it the lowest level "legendary" to appear in the wild. (To APPEAR, not to be directly downloaded onto your game)
-It appears on a TV. That doesn't seem legendary.
-There is no sprite for it in the wild. The only other "legends" with no sprites in the wild were the roaming legendary dogs and direct download Pokemon.
-It can breed into other Rotom.
-It can't really fight all that great, like most legends.

What about Phione? I'm neutral on this one. I'm really not sure.

Reasons why people think it is:
-It's documented between Cresselia and Manaphy in the National Dex.
-It's a Manaphy with 20 less in each stat, and without Tail Glow and Heart Swap.
-It's Genderless.

Reasons why people think it isn't:
-It can breed into other Phione, as well as from Manaphy.
-It doesn't look too impressive...
-Its egg looks normal, unlike Manaphy's.

What about you? What are your opinions?
 
Neither are legends.....heres why.

NO LEGEND IS BREEDABLE.....thats why Manaphy is a Legend. You cant get another Manaphy by breeding, can you? You can get a Phione-A non-Legend Manaphy pretty much.....and Rotom is just like Spiritomb.Its a okay pokemon, but its breedable even though you can only CATCH one.
 
Man this reminds me of when people thought that Farfetch'd was a legend:p But like BR said if it's breedable it's not a legend. However the reverse is not true(get your brain around that:D ) Phinoe is horrid while an Electric-Ghost hybrid is actual pretty good, but not great.
 
I doubt that either of them is considered a Legendary Pokemon, but please correct me if I'm wrong. However, I believe that they are not Legendary because that most Pokemon that is only limited to one per game is always called "Legendary". Look at G/S/C, you can only catch Lapras on Friday, and there's only one. And in R/S/E, Beldum is obtained by defeating the Elite Four (Steven in Emerald) and only by that way. Anyhow, Phione may be legendary because it has Celebi-like stats. Rotom, on the other hand, has too little overall stats to be called a "Legendary" Pokemon.
 
Even Nintendo says Manaphy is a Legendary, and it's the only one that can breed. Even Phione is Legendary, Rotom is not Legendary. Makes no difference about being caught in the Wild or level. But everyone has there opinion, this is just my 2 cents. In every Pokemon game prior to D/P, the Legendary's have always been at the Very end of the Pokedex. Now i think we can all agree that Uxie Being #480 on the Nat dex is Legendary right? Well they have never put a Non Legendary after a Legendary on the Nat Pokedex. Well Phione is after Uxie, and in my opinion makes him a Legendary. I mean you have to breed a Legendary to get him. Now Rotom, Being #479, Puts him on the void. Legendary? or not? i'm thinking not. But it is pretty iffy seeing as you can't get him til after the E4, and many Legendary's fall under that guide line. Again, only my 2 cents.

Almost right. However there is always a catch as i'd say Manaphy. The second gen dex, last entries
243: Raikou
244: Entei
245: Suicune
246: Larvitar
247: Pupitar
248: Tyranitar

249: Lugia
250: Ho-Oh

Larvi's line and Phione seem to have broken the chain or atleast that's my opion.
 
Also in R/B/Y you have the Dragonite line being between the birds and Mewtwo. They probably gave Phione its number because if someone didn't complete Ranger, they wouldn't notice a blank place in their pokedex until getting an event pokemon.
 
They do tend to put lines of pokemon close to the legendaries like dratini line. Rotom is like lapras in g/s/c. It is not legendary in my opinion, but it is one of those pokemon which have a special way of catching them.

You can catch more than one Spiritomb, you just need another Odd Keystone.
You still have the right idea though.

Rotom: Definitely not. Stats are too low.
Phione: I don't know. But it's terrible. >=P
 
I know Rotom is not a legendary, but how come it has the same legendary song with Regigiggas, Heatran and Giratina
 
I don't think ether is legendary because in a legendary's pokedex it says something about them being "legends"

phione can breed with ditto I think
and Rotum is to pathetic to be a ledgendary.
Ledgendary = high level + one in game + can not breed + broken base stats = Ledgendary
just in my opinion.
