Strategy:

I have been testing this deck list recently and would like some opinions on improvements. So far the only problem has been consistency. The deck also has room for techs due to rainbow energy.

Main strategy is to get seismitoad ex out and start an item lock while dealing 50 damage per turn and powering up Mega manectric as a back up attacker. Keldeo EX is used for rush in and retreat and archies ace is used with battle compressor to fish out either empoleon or swampert if the situation allows. Suicune is a good block on EX pokemon and also hits 90 with muscle band, water and DCE. Rough seas is essential for healing off damage every turn which may prevent crucial knockouts throughout the game.
 
I wouldn't play Rainbows in this deck. You can't accelerate them with Turbo Bolt. I played a similar Manectric variant for a bit and I didn't really even need Rainbows. I also think you need a thicker Manectric line since it's going to be the thing you're attacking with the most.
 
I suspect your issue with consistency stems largely from not having a sufficient number of attackers, whether primary or secondary; or you don't have the right kind or amount of energy in play when needed and/or attached to the right Poké.

Also, from my experience in running decks with multiple type of Poké requiring different types of energy, I found running Energy Switch and Energy Retrieval to be very helpful.

Interestingly enough, I also like Manectric EX more than its Mega counterpart. I'm more interested in doing early damage to 2 opponent's Poké with Overrun; and Assualt Laser is just awesome, IMO. This attacks deters opponents from attaching Tools - lol. Although the M Manectric EX increases Manectric EX HP quite a bit, I'd rather use those 2 slots and the other 2 slots for Spirit Link for other things, for example:

+1 Lysandre
+1 Energy Retrieval
+2 Energy Switch

Also, I don't think you'll really need 4 Rough Seas; 3 are sufficient, IMO. Afteral, Rough Seas won't help your Manectric EXs or your Jirachi EX.

Another slot possibly now available. If you want to increase your chances of start with a Seismitoad EX, then you could add another one. Or, you could add another W energy.

I may try scrapping rainbow energies for a 5 water and 4 lightning split but then i feel like it gives me less versatility especially with manectric ex. Another manectric is probably a valid point.

Archies ace activates more often then i would have anticipated and hence i have actually attacked many times with empoleon. The energy constraints you mentioned have not been an issue especially with rainbows. sometimes i will end up attaching to keldeo because everything else is sufficiently powered up. Energy switch seems less useful with mega manectric accelerating energies so i would like to keep the mega manectrics. I usually transition with overrun for a turn or 2 and then straight into turbo bolt when the situation allows it.

i find that 4 rough seas is crucial especially when coming up against dimension valley, fighting stadium and fairy garden. It also heals manectric EX since it heals water and electric type pokemon.

The thing i would most likely implement is making a basic energy split, possible 5 water and 4 electric.
 
You are likley to never attack with Jirachi EX. That is the only pokemon in the deck that dosent use water or lightning energy so the rainbow energy will be useless. I would drop the N and add in another VS seeker, and 2 more battle compresors. I would drop the birchis observation and add in 2 acro bike, I would also drop a rough seas, and the dive ball for 2 eggsecute to help you manipulate your hand size. I would use computer search over scramble switch. I would also suggest adding in two mor acro bike aside from the 2 I recomended already. These changes will likley make the deck more consistant, and will help you go through the deck very quickly.
