Ruling Rules on Looking at Discard Piles

During play, can you look through your discard pile? For example, let's say I can't remember if I have any basic energy in my discard pile, but I do have a energy retrieval in my hand. Can I look through my discard pile and make sure there in energy there before possibly wasting my card?

Yes. Also, you can't play a card for no effect. Such as energy retrieval with no energy in the discard.

Yes, and remember that discard piles are "public knowledge." Meaning you can look at your opponent's as well.

And finally, just remember that you can't spend an excessive amount of time having a look through discard piles or repeatedly do so in the same turn. Doing so will probably net you a slow play warning.
