Ruling Ruling about fossil

One member on this forum tell me that ruling has been changed that basic fossil can searched by same way to search basic pokemon like bebe and roseanne.Is this true or false?

You cannot search for a Fossil with Roseannes or Bebe. It says on the card it does not count as a Pokemon while in your deck or hand. Only while in play does it count as a Pokemon. There was never a ruling change like that, and there probably never will be.
