I'm considering whether or not to call the grammar rule on unexpectedly tenderly.

You could say, "I rushed to school abnormally quickly" right? You can say, "He beat John up incredibly brutally" right? "Unexpectedly" is an adverb, and "An adverb is a part of speech. It is any word that modifies any part of speech or other verbs other than a noun..." That means adverbs can modify other adverbs. "Unexpectedly" says something about "tenderly" which says something about "folded".
