my opponent has banette (safeguard). I attack it with my dustox ex (silver wind). Then he kills me. I put up vibrava (HP) and attack. does my attack do 30 more damage due to silver wind or does safeguard prevent the damage increase?

Cutting Wind will only do 70 damage because the effect of Silver Wind is on Banette. Since Banette prevents anything that affects it, Dustox-ex does not get the boost.

So when you use silver wind, you put into effect the +30 damage next turn whatever attacks but banette stops it with safeguard because that +30 is going to be done to banette

Your Turn: Dustox-ex attacks Banette with Silver Wind. Banette does not take any damage and the effect of Silver Wind is negated.
Opponent's Turn: Opponent's turn... KOs Dustox-ex... you send out Vibrava.
Your Turn: Vibrava attacks Banette for only 30 damage... no boost from Silver Wind.
