Ruling safeguard problem

my opponent has banette (safeguard). I attack it with my dustox ex (silver wind). Then he kills me. I put up vibrava (HP) and attack. does my attack do 30 more damage due to silver wind or does safeguard prevent the damage increase?
 
I think it works.... why you ask? Dustox ex is an ex right? Well, I don't think that effect is being done to Banette, but to your other Pokemon. So I think it works and your Cutting Wind should 70.
 
Cutting Wind will only do 70 damage because the effect of Silver Wind is on Banette. Since Banette prevents anything that affects it, Dustox-ex does not get the boost.

You would not get the boost because the +30 damage is going to be done to banette, and this effect is set into place because of dustox ex's attack.

"Prevent all effects of an attack including damage done to banette by your opponents pokemon-ex"

So when you use silver wind, you put into effect the +30 damage next turn whatever attacks but banette stops it with safeguard because that +30 is going to be done to banette

That must have been what I meant to say. Here is what happens:

Your Turn: Dustox-ex attacks Banette with Silver Wind. Banette does not take any damage and the effect of Silver Wind is negated.
Opponent's Turn: Opponent's turn... KOs Dustox-ex... you send out Vibrava.
Your Turn: Vibrava attacks Banette for only 30 damage... no boost from Silver Wind.
