Ruling Sand Attack question

Today in BR I wasn't sure about this. D:

See I used Sand Attack [with Gible from SV].
The guy I was playing against flipped at the beggining of the turn got tails.
He retreated and brought up one of his other Poke from the bench and knocked me out, winning the game.

Is this legal?

I know it won't effect anything now but I just wanna know for future reference.

Yes, as it only targets that specific pokemon, and it says nothing about it being to retreat, only that the attack is tails. Its like confusion. You can retreat in confusion, but if you attack you must flip. I think I made this sound confusing, but to sum it up:

Yes, he could retreat, there is nothing in the rules that says otherwise.

If you use Sand-Attack and the defending pokemon retreats the new pokemon is not affected by sand attack so he does not have to flip.

Also you flip when you announce you're going to attack not at the begging of your turn.

That was not legal. You flip when you attack, when you attack your turn ends. His turn would be over after he flipped to attack.

So basically that switch AFTER attacking was illegal because he attempted the attack and failed.

This is what I thought..it perhaps could have saved the entire game for me. =/ But oh well, nothing to do now.

I will use this for future ref and next time make SURE a professor gets to us before i'm unsure....

If you're unsure then don't be afraid to call over a judge. That is what they're there for!
