...They're used for totally different things, so I don't know if you could establish a comparison between the two.

Scizor is used to tank in the Active spot with a few Special Metals and possibly Expert Belt, letting it hit 90 or so a turn and basically transforming itself into a mini-Donphan Prime, and that also gives DCE grief.
Luxray and Garchomp usually don't hit the Active spot; they're used to sniping around everything rather than just a head-on assault.

I personally think Luxchomp is better due to the disruption factor, and in the current meta, disruption usually is more an effective deterrant than walling, although Scizor Prime is definitely not without charm.

Scizor Prime depends on the deck it's in. A good rogue deck teched a bit against SP can consistently beat LuxChomp decks (although doesn't do as well against some other matchups). It can OHKO lots of SPs (assuming it has lots of metal energy, of course) and kills special energy decks.

They're quite dissimilar so it's difficult to directly compare them, but LuxChomp has obviously seen much more play and success than Scizor Prime, although Scizor Prime is relatively new.

A card is not better than a deck. There's a reason why I think that specific immunity doesn't outclass "get rid of this blah whoops I got KOed now counter that and..."
