Strategy
It's a very straightforward steel/dark deck. Scizor can tank and wall against special energies. Umbreon can wall against poke-bodies and poke-powers. Sableye and Skarmory are for set-up. Aggron is a tank if I can set him up.

Issues:
-The Aggron is slow and not built very well
-I'm a little low on basics
-I'm a little heavy on dark energies
-I'm a little heavy on switch/warp point/pokemon circulator

Cards I can easily obtain:

-Absol Prime
-Expert Belts

Cards I want:
-Scizor Prime
-Uxie LA (but it's going out of rotation soon)

There are some cards I can trade for, but I'd like to know which ones I should try to trade for. I'm willing to buy online as long as the cards aren't above ten dollars, but only if it would be extremely helpful. Overall, I'd like to get opinions on the deck as well as how I could improve it. It plays pretty well, especially the Scizor, but I really only use it for casual play.

Lots of room for improvements here. Let's start with the Pokemon:

Pokemon:
3-2 Scizor Prime

You want to tank with Umbreon and Scizor, so drop Aggron altogether. Skarmory is an okay starter, but Sableye is just better in every way, and can donk, so let's remove Skarm too. This frees up 8 spots, which we'll use to strengthen our main lines and support lines:
+1 Scyther
+2 Scizor Prime
+1 Umbreon UD
+1 Eevee
+1 Espeon MD (+20 HP to Umbreon)
+2 Sableye
You also need drawpower, and when it comes to that, look no further than Uxie LA.

19 Energy is way too much! Umbreon and Scizor will never use more than 2, so let's remove the excess:

i have a scizorbreon deck as my main deck. may i ask, what is the point of Skarmory if you only have 1? You would ideally want to start with 1 at the beginning of the game and 1 metal to start tanking. So I would run 3 or 4. 1 is useless and plays an insignificant role.
 
I ran Scizor/Umbreon for cities, and despite of a rather annoying lack of wished cards, I didn't do so bad. In my experience, this deck desperately needs a better starter! Skarmory and Sableye, should be paired together to a total number of at least 6. This way you'll always be setting up a Scizor rapidly;)

Drop Aggron all together, get hold of a 1-1-1 Metagross LA-line and seriously consider cutting down on the energy! Since you'll be searching out the special metals with skarmory, you won't be needing to have supporters for energy-uses;)

I took out one basic dark energy and one basic steel energy and put in two more Skarmories.

Tomorrow, I'm trading with a friend and I can get a few good cards, but I'm wondering which ones to go for. He has:
-Pokemon Collector
-Expert Belt
-Rare Candy
-PONT
-Rainbow Energy
Which of these would work well in my deck?

Finally, I'm getting another Scizor Prime from a friend and plan on adding that in as soon as I get it.

Collector, Expert Belt and PONT are good additions. Only use Rare Candy if you add a Stage 2 tech line like Metagross. I dont think you need Rainbow.
 
Your Skarmory is useful for Scizor...so I would say keep it. You might, however, have trouble picking up dark energies, so you may want to include Unown (Dark). I see that your deck is built basically to either build Scizor against a deck which relies on special energies, or build Umbreon against a deck full of powers and bodies. You're probably going to need lots of PONTs, especially with inconsistent trainer lines, and seekers to pick up your bench so your Umbreon is the only pokemon facing enemies when your opponent has cards that make you switch.

I just switched from 2 to 3 E-belts, and am already seeing great results! Having the opportunity to belt 2 Scizor in addition to the UmbreLock, is just awesome - sincerely recommend it!

I now have a 2-2-1 Aggron line that I could take out all together, but I don't know what to add in. Besides adding the extra expert belt (thank you ATS), what else should I add?

Hmm, you've actually got Absol Prime? Hold on to it in these times of LostGar-ian dominance. Starting with it wouldn't be a half bad idea in this deck-build either due to its awesome body, and I wouldn't recommend adding more than just the one, so it's kinda perfect;)

Swap the remaining five Aggron-related cards with Absol Prime, 2 Pokemon Communication, 1 Skarmory and if you'll get one; an Uxie. Ideally I would recommend 2 Uxie, seeing as they are kind of staple to any deck except arceus and charizard... But I understand if these can be tough to get you're hands on. If you fail to get your hands on one of these, you should look into the Jirachi from Legends Awakened. It can seriously help you against anything tank-like outside of the one-shotting range of scizor;) It's also a decent starter:)
 
I run this exact deck(you can see my thread), and someone suggested Jirachi RR. And you know what, that isn't actually bad. Free retreat and only +20 to Fire is great. It's attack is great for no energy and its Poke-power is awesome for something you may need(for example, Absol Prime). So consider dropping 1 Skarmory and something else. It might really help, and I need to get my hands on a few for my deck.
