1. Analyze the stats of the card (HP, Weakness, Resistance, Retreat cost).
HP is actually pretty good for a Stage 2. 150 won't get KO'd very often at all. Weakness is actually not TOO bad post-rotation, seeing as the only things I can think of right now that will be played that are Psychic are Mew variants and possibly something with Chandelure/Metagross/Reuniclus and a random psychic attacker, none of which are terribly strong (that said, I don't think this card will be played much either, but still). No Resistance at all, and the Retreat is simply awful.
2. Analyze the attacks (and/or Poke-Powers, Poke-Bodies, Abilities) of the card.
Steamroller is bad. 3 for 60, even with DCE compatibility, isn't good for a Stage 2 (we see Donphan, a Stage 1, doing it for 1 with a small side effect that can be taken advantage of or nullified). The extra effect doesn't do much, seeing as there are few cards with a Psychic Resistance (or, really, any Resistance) Poison Claws isn't terrible, seeing as it hits the 90 (including Poison) to KO some meta stuff, but it won't do amazingly, seeing as it takes 3 Energy with DCE.
3. What combos can you use it with? How so?
I suppose this could tank. Add in Reuniclus, Seeker, VS Seeker, SSU, and Junk Arm, and you've got a hefty 150 HP Scolipede going. That probably won't be KO'd anytime soon, but when it does, it takes so long to get another set up again.
4. What techs can you use to combat the weak points?
Metagross UL for Retreat Cost, Reuniclus to make up for its slowness... and nothing can be done about the mediocre attacks except for DCE.
5. How's the artwork?
It's alright. I don't really like the effect of the realistic trees and the cartoony Scolipede, but it works out to an extent.

2/5. I suppose it could work, what with the HP and not-bad Resistance, but its attacks and slowness won't get it anywhere.

great HP, anything above 140 is where to be for a stage 2 now a days. weakness is bad in the current format, but who knows what the next one will bring us. retreat cost is high, but it makes sense with it's high HP
2. Analyze the attacks (and/or Poke-Powers, Poke-Bodies, Abilities) of the card. it's first attack lends it to be able to be tech'd into any deck that really needs to attack for psychic weakness
3. What combos can you use it with? How so? Dodrio to make it's retreat not so horrifyingly bad. DCE for faster attacks
4. What techs can you use to combat the weak points? switch ;)
5. How's the artwork? while the pokemon itself is not very elegant, the artwork does a fair job of at least drawing your attention to it. it's kind of threatening looking, like you would hate to run into that walking through tall grass.

current format with Gengar SF being pretty popular, I'll say it's a meere 2/10.
next format, possibly 5 or 6/10

HP is pretty decent for a stage2 Pokemon, Weakness is typical for psychic types and a bad thing if you're fighting with Gengars, lack of resistance is bad, and a retreat cost is horrible.
2. Analyze the attacks (and/or Poke-Powers, Poke-Bodies, Abilities) of the card.
First attack is bad, mere 60 for at least 2 energy cards. Second one is a bit better, but still need 3 energies with DCE, and it still doesn't do much damage.
3. What combos can you use it with? How so?
Probably any Pokemon that take advantage of your opponent being poisoned, if any.
4. What techs can you use to combat the weak points?
Dodrio or/and Unown Q or switch for retreating and Azelf X or Exploud SV to nullify it's weakness.
5. How's the artwork?
Kind of nice one, considering other BW pictures. The background is neat, giving it sort of dark atmosphere, but the Pokemon itself isn't really looking too great nevertheless. 3/5 for me.

1/5, since it has probably no use, it's way too slow in the current meta and the only good thing about it is it's HP. But wait, if you really need a good tank, you'd rather look for some Wailord...
