I don't have much in the way of strategy, I'm kind of new to building decks.
I am aware pretty much everything here is old. And that it probably isn't any good.
So, yeah. What can I make better? I'm thinking of taking away the two Blitzles and Zebstrikas to reinforce some of my evolutions.

...I'm looking at all the other posts, and it looks like everyone has 10 less Pokemon than me and only focus on one evolution string instead of four.

So what are you trying to accomplish with this deck? Guessing from the title, your main attackers are Laturn Prime and Raikou-Suicune Legend, correct? You'll also need to specify what set (or at least provide us the number on the card) the pokemon are from, as there are many different versions of the pokemon you've listed. From what i can see, i'm guessing you're using the Blastoise with the Deluge ability. Why not try this:

3-3 Lanturn Prime
3-1-3 Blastoise (Deluge ability)
1 Black Kyurem
1 Bouffalant
1/1 Raikou-Suicune Legend

If the main focus is Lanturn Prime and Raikou-Suicune Legend with Blastoise providing energy acceleration then i think this would be alot faster than your current list. I removed everything else as they seemed to be lackluster compared to the other pokemon in the deck. Though it would be easier to know why you included each of the pokemon in your list so others can understand what you were trying to do. If you can, you should obtain more copies of Lanturn Prime (and Chinchou) as it is the main attacker of the deck; you want to be able to set it up quickly and by playing more copies you increase your chance of drawing into it, and allows you to set up more than one. I left in Bouffalant and Black Kyurem as they are basic pokemon you can easily search out and set-up incase you need an attacker immediately.

Next up is the trainer section. You want to focus mainly on cards that can search out pokemon and energy (Pokéball & Energy Search) as well as cards that allow you to draw cards from your deck (Bill & Professor Oak). You want to play as many types of these cards as you can (probably only 2 energy seaching cards would be needed) as these cards will be vital to helping you get your pieces together. at least 6-7 cards should be dedicated to searching out pokemon and 8-9 (if not more) cards should be dedicated to helping you draw cards from your deck. The rest of the trainers should be utility cards likes Super Rod, Rare Candy and potions, or just anything useful.

Now the energy. No more than 15 is neccesary. If you deck is built correctly you shouldn't need more than that, as preferably you'd want trainers and pokemon in your hand, not clumps of energy. Your draw cards will help you draw into energy. An interesting card you should look at is Holons Electrode Think of as a searchable Double Rainbow Energy. The idea behind it would be to have Blastoise on the field, with a water in your hand. Deluge the water energy onto your chosen pokemon, attach the Holons Electrode and return the water energy back to your hand (the cost of using Electrode as an energy) then Deluge that water energy back onto the pokemon. 3 energy provided through 2 cards. The reason you have to Deluge first is because you can only manually attach 1 energy card per turn and you can't deluge Holons Electrode onto a pokemon from the hand as it's not an energy card yet.

I hope this advice helps you.
