IMO,
Gallade is too important in certain match-ups not to have available should your current 1-of is prized. Similarly, this concept also applies to the Maxi's Hidden Ball Trick.

The DDEs fall into my "critical" category too; so, these should be maxed-out.

Running 3 Shaymin EX introduces unnecessary risk; 2 should be quite sufficient with additional card-drawing Supporter(s).

Each of the 4 Super Scoop Up has a 50% chance of success or 0% should you be Item-locked. The Super Scoop Up are not critical to the deck.

From my experience, Fighting Fury Belt has proven to be more useful that Muscle Band. The extra 40 HP and 10 damage (FFB) > 20 damage (MB).

Suggested deck changes for your consideration:

-1 Shaymin EX
-1 Skyla - not critical
-4 Super Scoop Up
-4 Muscle Band.
-2 Head Ringer - 50%+ of the top tier decks do not rely upon EX Pokémon or those players can surely negate the effect of an attached HR.

+1 Gallade
+1 Maxie's HBT
+1 Professor Birch's - more card draw support
+1 Cassius (to recover and recycle Pokémon back into your deck)
+4 Fury Fighting Belt
+3 Puzzle of Time - to recover critical discarded resources
+1 DDE

I never ran into a problem with Jolteon or felt the need to add gallade when I played this deck at states. Mine was setup a little different, but with the use of skyla, grabbing a hat for Jolteon makes him more of a pain to attack with. Also, with the energy removal you have, I dont see them powering up Jolteon fast enough to do any real damage. Id imagine youd see MegaMan with the Jolteon, which Tina should handle quite easily. But Lysandre Jolteon up asap, attach a hat and remove energy will easily take care of any threat in 2 turns.
