Ruling Setting Prize Cards

Just wondering about the actual rule on setting prize cards. I have asked 2 professors and got 2 different answers.

As the modified format 2 player 60-card deck game begins, after drawing 7 cards from top of deck and determine I have at least 1 basic Pokemon. I will then set 6 prize cards. The question is about from what part of the deck I am allowed to get the prize cards.

(a) Anywhere from my deck in any sequence I see fit?
(b) Must be the first 6 cards of my now 53-card deck?

B. The prize cards are always drawn from the top of the deck.

I can't even fathom how anyone (much less a Professor) would come up with A.
