Yes. Same name = Leveling/Evolving/whatever it's freaking called. All you're really doing is changing forms. Now, you can't play a Shaymin Lv.X on a Skymin Lv.X. Just one of the regular ones under one of the Lv.X ones.

To make things easier, it's like cross level upping. Since they have the same name, you can cross level up, or level up a certain forme into a different forme. For example, you can play Shaymin Sky Forme Lv.X on Shaymin Land Forme (non Lv.X) and vice versa. The same rules apply to Giratina.
But, you cannot change formes at will. This means you cannot change Shaymin Sky Forme Lv.X into Shaymin Land Forme Lv.X whenever you want. This also includes the non Lv.X Shaymin.
