Disclaimer: This deck is created for a world where the rotation has eliminated PRC-BKT. Because of this, Vs. Seeker will supposedly be rotated out of the format.

Strategy: Use cards like dragonair/clemont combo and Raikou to accelerate energy onto the field, in a similar fashion to Darkrai EX from BKP. Use Marshadow to hit weakness in Mirror Match and Darkrai or Zoroark/Drampa matches.

I am open to suggestions, feel free to lay them on me.

I feel you should cut down on 1-2 Jolteon, Basics aren't too huge the only really big ones are Drampa, Volcanion, and Possibly Koko, it's too much of a dead card in many match ups to run 2

While this is true, I personally believe that the format, when this deck is standard legal, will have more strong basics, in the form of Darkrai GX and potentially Mewtwo and Entei GX on top of it. That, and the constant threat of Marshadow GX means that it'll probably be good to have at least 1, if not 2 (depending on Darkrai's popularity in conjunction with my own Marshadow.
 
8 tools seems like a bit much, I would pick 3 or 4 to keep and get rid of the others. They are just more fuel for garbodor
 
You have a deep 'mon line here, lots of tech's. I feel like running both the dragon line and Raikou is going to get messy since neither of them a worthwhile after the first few turns. I also think something to accelerate energy would be better than Kukui with Raichu GX, then you still have your supporter for turn. I don't know about having both baton and dumbells. how often are you going to be able to use both? That leads to clogged/dead hands. Also they are both opponent dependent, so they are a field blower away from being trashalanche food. I would agree to stick to a certain plan, test it out, and adjust as the meta determines your weakness. I'm very much looking forward to the release of BUS and SHL to build a similar deck. I think you should start SUPER focused, more like a streamlined turbo deck and add/swap as needed to really bring out the potential of Raichu!
