Ever since I built and painted the first Charizard, I've always wanted to do this customization of a shiny variation.
And here it is, finally!

The whole process took about two-and-a-half days, as it was something I have sort of done before (with the original Charizard)

You can see some of the work-in-progress here
Work-in-progress 1: Started painting and seamline removal

Work-in-progress 2: More seamline removal...messed up the eye-color so had to redo
(I painted it green as is the original charizard...then realized Shiny Charizard had red eyes....)

Dragonite Model Painted Build & Photoshoot

This dragonite evolution set model kit just came out last month.

I did a straight build first, then removed the seam-lines, painted and top coated.
No stickers used, every inch of the model is fully hand painted with acrylics.

I think dragonite turned out alright..

I also have some videos showing the work-in-progress for this model kit as well as review:

RE: Pokemon Plastic Model Charizard

I can understand removing the seam, but are they meant to be painted or was that a personal choice? Just asking because it seems like the Dragonite already has color aside from the wings and eyes.
(And how do you avoiding getting fingerprints all in the paint? o_O )

It kind of is a personal choice and it kind of isn't....

As you might be able to see the in the before/after pictures, the model looks significantly better with paint app.
As with all plastic model kits (e.g. gundams, etc), painting removes the plastic-y glare / toy-ish look of the model. Making it look more like what it's supposed to be and less like a piece of toy.
Of course given to any small children they will just do a straight build and use the stickers - and the model is designed so that it will still look alright-ish with minimal effort.
But the proper way is a painted build and it will be distinctively better if you do it properly.

I secure the parts onto toothpicks and so I won't touch the parts while painting

Where do you buy these? I read through it, but didn't see anything...hmmm... maybe i'll make it out of clay then.

In the OP the artist said they were Bandai Pokémon model kits. A quick google search brought me to this page where you can order several different types. I've also seen these models for sale at various anime conventions.
