I just want to Lock and Outrage everything with maybe Landorus to start? What changes should I make?

Seems like too much going on: you only have four 'attackers' in your deck, you have Dodrio for retreat aid, Reuniclus for Damage transfer, Vileplume for lockage, Cleffa for draw stuff and Cobalion for...what is Cobalion for?

I'm not sure how well Vileplume will fit here. In my experience Trainers are kind of needed here. Switch to bring in the appropriate Dragon (if you want to worry about typing at all) Pokemon Catcher to bring out Pokemon that are more easily knocked out by Outrage. I'd almost suggest taking them out (even though I know that it would defeat the purpose of the lock part of this strategy).

I'd remove the 2-2 Dodrio line for 2 Switch and 2 Junk Arm, they'll accomplish the same thing (barring Vileplume).

I would think Reuniclus could be taken out without much effort. Maybe replace the 2-2-2 line with 2 Fisherman, 2 Evilolites (helps keep the Outragers alive longer) and 2 other Supporters (or Trainers if you drop the Vileplume line, like maybe Switch, Junk Arm or Pokemon Catcher).

You could consider removing Cleffa and Cobalion for Virizion. He may not draw as much as Cleffa but he can help you attack as well as draw (that being the case remove the two metal energy for grass energy).

I would advise taking out the 2 Landours for another Reshiram and Zekrom because even with Pokemon Collector I would suggest having more attackers. Besides, referring to the above paragraph, Virizion would still be a better starter than Landorus. You could even add two more Virizion (making it a total of 4) in place of Landorus to have a better chance of assuring it comes up early. That being the case, 2 more Grass Energy could be subbed in, along with a couple of Junipers to help track down the cards you need faster, in place of the Fighting energy.

If you can up the attackers in this deck (even if you elect to keep Vileplume and Reuniclus in the deck, they'd be trying to spend their time on the bench anyway) you could remove Rescue Energy from here.

Since (at the moment) you only have four attackers Revive might be good for your deck, Maybe take out the two water energy for it (Kyurem is the only one who really needs it) and that way when an Outrager gets KO'ed you can bring it back.

Oh, and post Next Destinies, I'd consider replacing Rainbow Energy with Prism Energy (essentially a Rainbow Energy for basic Pokemon).
 
Thanks for the advice! I initially thought there would probably be too much going on but it seems to be working not bad. Its probably not going to win any tournaments or anything but its ok.

Some changes I made with advice as well as trail and error:

- (4) Fighting Energy

+ (1) Kyurem
+ (1) Zekrom
+ (1) Reshiram

As long as ive been able to setup Plume Lock T2 or T3 ive had a lot of success.
 
Maybe Twins count should be higher. That way you will either fall behind but get setup, or setup slowly like they will if they don't take early prizes.

This idea is pretty out there, but you could try adding Celebi Prime and a few grass energies since you already run dodrio
