Strategy:

This Deck is about annoying your opponent by drastically lowering their damage output, while developing a Haxorus on your bench. With Snorlax's ability, Assult Vest, The Barrage of Hammers, Team Flare Grunts and Jamming Nets, it can help block out opponents with minimal prizes gained for them.

Once you weaken their resources enough, you can bring on the Dragon Dance of Haxorus, and then Deal up to 230 Damage with a single mere Double Dragon Energy, concealed until you need to play it! ^_^ Bunnelby could also be placed into the endgame if the opponent were close to decking out.

Edit: After trying it out for a while, it's quite good! M Manectric-Regice suffers a lot when I use it, and I've forced opponents to deck out in half the wins I get. Hyper acceleration decks are the main problem to deal with, but otherwise, it works as intended.

Any feedback on this deck is welcome!

Very interesting concept here! It feels like it could have quite a bit of difficulty against non-EX decks such as Vespiquen and Nightmarch (which it appears you have identified as an issue) - do you have a battle plan for that? I feel like the two could be easier if you had a cheaper backup attack of some sort (although I'm not sure what). You could perhaps also try a bunch of Robo Sub as a way to stall, although I'm not sure you'll be able to stall long enough.

Anyways, these are my suggestions for deck changes:

-2 Tierno (I personally wouldn't use Tierno as draw. With the amount of easily usable cards you've got, I reckon you'll end up drawing less cards than you use up, meaning Shauna/Birch might be a better alternative. Octillery could also be optimal.)
-2 Starling Megaphone (I don't really feel like you need two of these, or even one. Your Haxorus is a bit of a machine, meaning most things won't be able to resist getting 1-hit KO'd through things like Assault Vest - Megas that could more often than not will have their respective tool attached. You also remove your Team Flare Gear, which isn't optimal.)
-1 Ace Trainer (I'm not a fan of Ace Trainer at all, although it does look like an optimal card considering you will be losing the prize trade early game. I think you won't need two as you can simply use VS Seeker when you want it. I'm also on a similar stance with Teammates.)
-1 Axew, -1 Haxorus (I actually think you'll find you won't need all of these. If you can stall away enough resources you probably won't get 1-hit KO'd by the Haxorus too easily meaning you can take all your prizes with just two.)

+2 Shauna (To replace Tierno; more solid.)
+1 Xerosic (This is a bit more versatile than Startling Megaphone, and it can also discard a Special Energy on a Pokemon being built on the bench, which would be nice for your strategy.)
+1 Head Ringer (This is actually would have great synergy with your deck, as Head Ringer means a Pokemon with no Energy will require a Special Energy to attack immediately, which in turn will cause damage to be reduced with your Assault Vest! I'd actually consider swapping out a Jamming Net for another one of these.)
+1-1 Octillery (This would be a great addition for your deck considering you run no Ability-based draw. I also think you'd use up your hand easily, meaning you could maximise this draw well.
or
+2 Robo Subsitute (For further stall.)

Thank you for the feedback!

Strangely enough, I haven't faced Night March/Vespiquen with it yet, so I don't quite know how well it does against it... By Hyper Acceleration, I meant in terms of energy acceleration, where the hammers fail to stall them - Bronzong and Magnezone, for instance. But I do foresee this deck making night march deck out, as they keep having to deal with the hammers everywhere and using up too many resources.

Those are interesting ideas you've made, and I might tech in a Xerosic somehow. Maybe some substitutes too... The Megaphones are actually quite useful, however: They are wonderful to use when it comes to cutting off all the spirit links and float stones that accumulate as opponents develop their strategies, and it can slow the gameplay down in the process. They also let me impose the Jamming Nets as well, so I don't really want to remove them.

Now, the Head Ringer vs. Jamming Net part I had many conflicts about... The sense I felt was that it could be inevitable before the hammers would go away - so I thought that the EX's could just go ahead and attack - but do very little damage when they try. I might switch between them to see what works best.

Ah, that sort of acceleration. I reckon that with M-Ray it would be best to stall for as long as possible until you can start forcing deckouts, due to amount of resources the deck uses naturally. Magnezone shouldn't be too much of an issue as it is fairly slow itself, so it may be best to go aggressive on this front.

Most players that you find, especially once you crawl up the ladder, will end up Mega-evolving from Spirit Links immediately, meaning you won't really be able to Startling Megaphone those away to benefit you. Float Stone is a bit more annoying, but shouldn't be a big deal for you as you can retaliate with Xerosics/Flare Grunts/Hammers. That basically means the only reason you really want the Megaphone is to remove tools to place down Gear, although I personally would stock on Xerosic or not even bother about it at all.

My reason for using Head Ringers over Nets is that if you can prevent attacking altogether, you'll be in a much better position. :p

and I've decked out half the wins I get.
Do you mean your opponent decks out or you deck out. If you deck out maybe take out 1 tierno and you can choose either sacred ash or energy recycler. I like having 1 tierno in case you want to keep your hand the way it is, but if you add anything and can't decide what to take out, I would go with the other tierno.

What I meant was my opponents decked out themselves - or I forced them to deck out - in half the matches I won with this deck. Sorry for the confusion!

It's okay. I make that mistake all the time.

Jirachi XY 67 could help against Night March, Vespiquen, and M Rayquaza-EX decks by discarding their special energy.
