The strategy behind the speed Primal Kyogre is to use the item engine of Acro bike/trainers post to speed items like dive ball and spirit links into hands to push out a turn 2 Primal evolution as well as to mill through the deck to find mega turbo/battle compressor/professor's letter to put energy both into the discard and your hand. using a Keldeo EX + Float stone combination and a second Primal Kyogre you can pass energy between the two with Tidal Storms effect to move two energy to a benched Pokemon and use Rush In and float stone retreat to keep using consecutive Tidal Storms to pick up KO's and to spread out the damage and heal off with rough seas.

The item engine can easily provide a Turn two evolution followed by a Turn Two Tidal Storm by using combination of items and ability.

Is 5 base pokemon enough? I understand what you're trying to do but I feel like if this could be an issue, especially if a pokemon is prized
 
In testing 5 has been just fine at most I've had a primal and a keldeo prized, would at most got up to

The manaphys help set up under lock, pls manaphy flips 3 coins, for each head attach a basic water energy to your bench in any way and when knocked out you can search your deck for any card, Pcl manaphy is shuffle draw 6 for one water or put two basic water to hand from discard to alpha growth onto primal kyogre next turn, haven't had the chance to test the manaphys as yet

Personally I've been staying away from things before XY since I just started and knowing that Plasma will most likely be out of rotation in the next cycle I would go PCL manaphy, however PCL manaphy is a easy KO with most of the decks out there. It can be useful in terms of getting Kyogre and Primal Kyogre back into the game.

The PLS Manaphy's ability is good, but it's attack is too luck based. PCL Manaphy has basically the same attack, but without the coin flips, and you also have the other attack which will give you a new hand if you are in a pinch.

Seismitoad EX (as always) is also a potential addition here. You can really harm your opponent early game and take an early lead if you use him right. Another potential option would be PCL Huntail. It's Powerful Storm attack deals 20x all the energy on your team yet only costs 1 energy. This makes Huntail really powerful as you can power him up while powering up your other guys at the same time. It also means you can keep energy off of Huntail so when he goes down you will have to discard very little energy.

Personally I hate Acro Bike and Trainer's Mail. I would eliminate them for Tierno, Battle Reporter, Colress, N or Skyla. With Seismitoad as big as it is, the fact that they are supporters is just as beneficial as it is harmful.

Tierno is one of the worst cards to play right now even in casual play. You use your supporter for the turn and only draw 3? I would rather use more N, Professor Birch's Observations or even Shauna.
 
I never said it should be added (if you look at my suggested changes at the bottom it isn't listed once), I only stated it as an option. It is the exact same as roller skates but without the flip. I personally like it in certain situations if you feel like you really want to keep your hand (cause all those you mention return your hand), but I agree in most cases it isn't a very good card. I use it in one of my decks, but that is mainly cause I run PCL Swampert in it so I Diving Search, then Tierno it out.
 
I Highly disagree with Darkness.
With the release of Roaring Skies , Seismatoad players have decreased drastically due to getting KO'd by Raquaza Players on Turn 1 -Turn 2 . Also with that note being said , Seismatoad / ClamTail ruin the synegy that Primal Kyogre has with only itself and Keldeo EX .
Telling him to take out Acro/Trainers Mail is ruining the point of his deck as well seeing how its suppose to be a Speed Variant of Primal Kyogre. For a Slower more set-up based deck Seismatoad and Huntail wouldnt be bad at all but the fact that you missing out the point of this Idea and Build is something you need to take into consideration .. Its also another reason why manaphy was brought into the picture since it serves as your Tool Pokemon like Shaymin and Jirachi but not a EX and a tiny bit slower engine .

I Like the way his deck is built I personally would Add the Manaphy PCL since it helps fix the Brick Janky Hands and lets you start fresh next turn.

But My opinion on the deck Ive been testing

+2 Escape Rope .

I think Escape rope is amazing since you Tidal Storm 150 to the EX and then 30 to any other EX Then if you play escape rope with a Floaty Keldeo you force your opponent to send up a EX or another Benched and if they did have a EX damaged by your Primal Kyogre you can get a double knock out on 2 Exs since the Previous one already had the 150. and the sent up one had 30 . So 4 Prize Cards off the bat.
Thats my only opinion Otherwise i personally like your build alot
 
Toad has not decreased with the Roaring Skies expansion. If anything, it -- and its Item Lock ilk -- have increased in popularity. Rayquaza loses to Seismitoad due to the fact that, once the Energy has been removed by Hammers, Flare Grunt and Xerosic, the Rayquaza cannot Mega Turbo and thus cannot attack. Toad merely chews away slowly at the dragon until, finally, the match is over.

Trust me, there's a reason that I only faced one Rayquaza at Regionals this past weekend. :p
