Relatively new to Pokemon TCG (last time I actively bought cards was back in 2000), been playing other games forever though. Rayquaza is a fun play style but I am looking for any ways to improve it, open to suggestions

Strategy:
My strategy for Mega Rayquaza isn't really much different than any other deck that runs them - get out 8 pokemon and mega evolve as soon as possible (usually by turn 1 or 2) and with a DCE and mega turbo get the necessary energy for an emerald break to swing for a lot.

I run Magearna EX as a tech against damage change mega mewtwo (will heal but I won't take the damage), as well as mega scizor to keep my DCE and sky field in play, but I am open to other basic energy/tech options - magearna is just what I have found works best so far.

So far, the only thing missing in your deck is Hoopa EX.
Oh and only 2 float stones doesn't seem to be much of a help, I'd exchange them for switch/escape rope/olympia.
 
There are hoopa ex in there, just forgot to put them down...oops. The total was right just not listed

I will try out replacing the float stones, thanks for the input
 
If you choose to run your M-Rayquaza with Metal Energies (I personnaly run Electric Energies instead, for Jolteon EX which is great against Yveltal/Garbo, Rainbow Road and Volcanion), I would recommend to run a baby Magearna promo. It deals pretty good with Rainbow Road and Vileplume Box decks since both Xerneas and Regice are weak to metal :)

You could test a copy of Jirachi (promo XY67) too, very nice for the mirror, Gyarados, Rainbow Road, Vileplume Box, Giratina decks, and everything relying on special energies.
 
You shouldn't need 2 Dragonite EX in most games. I run 4 Shaymin EX/1 Dragonite EX and it works for me perfectly. My list is expanded, but it's just my opinion.
