Honestly I think this could be a working deck. What I suggest is putting in a few Ultra Balls to discard Energy, instead of using Sycamore which I noticed is the only card that can discard besides a Mega Beedrill. Four VS Seeker seems just a little excessive, three is ok, but personally I would go for two. Besides that, the deck engine isn't too complicated. Max Elixers are good, and maybe an Energy Switch or two? And one Pokemon Ranger just for safety. Anyway, I think that this list is fine. Just play with it a little and see what you would have needed in certain situations to have been more fluent and concise.

Shoot I'm a derp I forgot about UB XD I can you tell me what I should replace with the cards, I feel like a lot of the deck is important, so I'm really unsure what to take out

I would say take out one Beedrill EX, that way you have a nice 3-3 line. Four is nice, but when it boils down to it, it's a little impractical. Take out one Servine, you have MSceptile and MBeedrill up in potentially one turn, so it's ok for this line to not be as filled in. And finally, take out one or two Puzzles of Time, that way you can either put in Ultra Balls or Revitalizer ( http://bulbapedia.bulbagarden.net/wiki/Revitalizer_(Generations_70) ). As I said before, I would highly suggest just playing around with this deck and seeing what you need to be faster or more consistent.

I will try to get my hands on the Bees and Sceptiles and I'll make the edits, although I want to keep all 4 PoT
 
Nice deck idea I have to say!! Was thinking of a way to reattach back the grass energy to M Beedrill EX, thanks for the idea=)
 
I would rip out the Serperior line. It doesn't really have a purpose, and that space could be used for Hoopa and Shaymin.

My initial suggestions would be to include a switching card like Escape Rope or maybe drop Pokémon Center Lady for Olympia. That way you would have a re usable switching card.

I would also max out the Professor Sycamores, without Hoopa/Shaymin you might get stuck with some sluggish hands (only 5 draw support cards) and you already run plenty of ways of getting cards back from the discard.
 
With only 2 VS Seekers, I beg to differ. Something has to help you out with draw, and there is no reason not to run Hoopa in deck full of EXs.
I originally ran 4 VS Seekers but due to running out of space I removed two and this deck is supposed to be a speed deck i don't want to have to deal with a Lysandre into Hoopa

If it's a speed deck, you need Shaymin. Speed decks live off Shaymins.

I like the deck Idea, but a deck with 2 different megas plus only 5 draw supporters and 3 trainers mail is just waay to inconsistent. You will be able to utilize your strategy maybe 1 out of 3 games... With this list you will have a lot of games where you will be like "oh man, that was bad luck, I just drew badly".
I guess you can run it without shaymin, but 3 N and 2 Sycamore is not enough.

I would suggest to cut some of the mega turbos and all puzzle of time to just add some consistency in the deck: like 4. trainers mail, 2 more sycamores, more VS Seekers, maybe hoopa - you are playing float stone and olympia anyway so why not? - and even a one of shaymin can get you some big outs from dead hands.
 
I really like the idea of Mega Beedrill. I want to partner it with the PRC Sceptile that attaches extra energies per turn. It attaches an energy from hand and heals 30 damage. I would also recommend Garbodor if you don't plan on playing PRC Sceptile. Sceptile EX and Beedrill have extremely good synergy, and being able to ability lock mons is even more important (Magearna EX, BKP Yveltal, Girantina, etc.)

So can you say exactly what I should replace like
-4 PoT
+2 VS Seeker
+2 Sycamore
or something like that because it's hard for me to decide what to add/remove. Also I originally ran 4 VS seeker and 3 Sycamore but I removed them for space :p
