I do know that he's the best character in the game but put him in a separate tier? Just put him in the same tier with Snake and Falco.

Link shouldn't be that low if you're able to dash attack cancel with him. It's just because of his horrible recovery and some laggy moves that he's down there.

If that's a list of the only possible stages...that's a big no-no.
In any tournament, the loser should have a chance to choose a counterpick. Nothing extreme...just ones like:
-Norfair
-Pirate Ship
-Rainbow Cruise
Etcetera, etcetera. There's an official list on the Smashboards, don't ask me to find it.

Bad idea. You should always allow counterpicks. For example, one Ganon main was doing some friendlies with a Sonic Main. The first match, on a Neutral, Sonic 2-stocked Ganon. The second match, on Norfair, Ganon 2-stocked Sonic. High-tier characters do well on ALL neutrals. Low tiers don't have that ability. Counterpicks allow them to have a fighting chance.
If you only allow Neutrals, you're discriminating against the Low Tiers.
