Standard Non EX/BREAK Budget Deck Help for a Tournament

Hi everyone!

We are hosting a local tournament but we have changed the rules slightly, We are only using standard decks but aren't allowed any EX or BREAK cards! I have a few deck ideas floating around in my head but I was wondering if I could get any more input/ideas for decks that fit this criteria!

I am slightly limited on budget but have a fair few cards that work well in budget non EX decks.

Ideas I have are:
Circle Circuit Raichu, Talonflame/Garchomp, Talonflame/Haxorus, Yveltal/Zoroark, Snorlax/Hypno, Some kind of Vespiquen deck, New evolutions Beedrill, Magnezone/Ampharos, although I would like to try and incorporate the eeveelutions from ancient origins into a stage 1 deck for easy weakness targeting!

I have playsets of most staple trainers other than acro bike and max elixir

I would appreciate any ideas you guys can throw at me!

Bats/Raichu may be a good combo. Extra damage with Devo spray. Will it be standard or expanded? I've seen it played in standard even without the stage 2, and it did pretty good.

Rainbow road also doesn't need EX's, Octillary is an ok sub for Shaymin, especially in a format where no one runs EX or Break cards.

Magnezone/Raiku might be a little more consistent than Ampharos. Run energy pouch to bounce back the energy.
 
@TheGuardian118 - OP stated Standard decks; so, no Bats.

Interesting game format. Without EX and Break Pokémon, most other remaining, "tournament legal" Pokémon will be those that will have "low" HP; so, fast, hard-hitting, Pokémon "should" dominate, IMO. For example, I'd run either Raichu (Circle Circuit)-Yanmega or Yveltal-Zoroark. Both of these decks have some interesting merits.
 
Bats can still work without the stage 2, so it can be a standard deck. Nowhere near tier 1, but still a fun deck, more so in a format with no EX or Break cards. I actually faced it in a local standard tournament a few weeks ago and it did all right, didn't make top cut or anything, but it wasn't at the bottom either.

The bats were there to drop the big guys down to circle circuit range, or to pick off the low HP bench sitter.
 
Vespiquen-Yanmega would also be formidable in your Standard, no BREAK, and no EX format tournament, as well as Vespiquen-Eeveelutions (for type countering).
 
You could run a stage 1 deck, with raichu, zoroark, 2-2 vespiquen or 1-1 vespiquen and dark as second typing for oblivion wing yveltal. This should give you a good matchup against almost everything, except yanmega.
 
How about Gyrardos AOR. It doesn't run any EX's or BREAKs. It is fairly consistent and hard hitting. Besides you get to use a deck with Magikarp in it! Who is my second favorite pokemon behind Psyduck.
 
Ones that spring to mind:
Talonflame/bunny/slowking - denial/mill deck
Regice decks
Typhlosion - with no EX you are going to want to hit early on decks like Yanmega then add in the 3 fire attack to finish off
