Strategy
Start with Victini, energy accelerate because Steel is slow charging. Take the -2 in Prizes to setup Klinklang and Cobalion. If you've gotten this far, it's basically GG. Why?

All EX decks are now countered. Equip a Silver Mirror and Snorlax Absol is a joke. Whatever Cobalion can't KO in one turn cannot retaliate, so unless they pull out the Switches and Keldeo's they're going to have a rough time. Trevenant is a 2HKO and a resist. Eeveelutions are all OHKO. Skarmory and Cobalion EX are interchangeable.

i don't want to destroy your idea but I have some doubts about this decklist
1 cobalion EX and 3 free slots?
cobalion EX is a key card in this deck , since his first attack only need 1 energy and his second attack KO any "safeguard user"
then you don't need energy acceleration for only 1 energy.... the only thing you need is a consistent line of klinklang and cobalions
. genesect only needs to use plasma energy and g-boost to KO one or two klinklangs
then a set up of a third klinklang is something like your "mesias"
silver mirror could win many games in combination with "non-ex cobalion", his second attack and klinklang: at the time your plasma player is ready to attack his deck has been reduced and then his opportunities
if you play against flareon without 2 or 3 silver mirrors you're gonna had a bad time... almost the same about weavile exeggcute
i suggest 4 Muscle band if you want to win before the clock xD

And then Cobalion (not EX) comes up and rips Genesect to shreds, there goes his only G-Boost

In addition to Squirtle Squad's comment, I'd suggest you add a Professor's Letter (could replace the sole Silver Mirror) to help you search for needed energy.

Consider this:

Rainbow & Prism Energies
with a 2-2 line of Aromatisse (giving you the ability to move said energies)
And then slap in a couple of max potions

OR

You should also consider Lucario (PLS-78)
With Blend WLFM Energy
So that he is protected under Klinklang's ability (thanks to Lucario's ability) as long as you have one of those WLFM enegies

For your Cobalion problem,
either 2 EX & 2 non EX
or 3 EX & 1 non EX combo.
