Ho-oh is also my choice because 40 day storms are bad for sailors and

I say Dialga, or Celebi. After all you can destroy your opponent before they're a problem. (Like Terminator only successful.) Plus Dialga can stop all movement, or trap the enemy in a time loop, or my personal fav, age the opponent to death.
