And what? Guaranteed 5 cards isn't the best thing in the world. Sometimes it's better to add a few cards to your useless hand instead of getiing an entire new hand that is even more crappy. BTW, Copycat is good as most ppl keep a big hand. And Rocket's Admin has disruptive function. So:

Copycat=Admin>POR<Copycat

but there's really only 3 and the other 2 are godly.  so come on, give it a break.  plus admin'll be out soon so it's only got copycat to deal with.  and what if the opponent has only 1 card?  copycat = useless where POR will ALWAYS get you 5 cards.  

it isn't great, but it's still good.  plus 3rd out of 3 where the other 2 are awesome isn't that bad.

Anyway, how many times have you asked your opponent how many cards that they have in their hand, eagerly awaiting to Copycat, and you find out that they only have 5 cards? Shuffle and drawing 5 cards isn't powerful enough. Otherwise, Rain Castform would be an insane starter. If my opponent has only one card? That means they have an extremely limited pool of options, giving me an advantage. If I'm SO far behind that I would absolutely HAVE to draw in that situation, I doubt the 5 cards that I would have gotten from POR would have helped much anyway. Also, look to the actual format. Holon's Castform, Magmar, Steven's Advice, etc. all draw lots of cards for your opponent, making Copycat almost always an incredible card (I mean, Castform and Steven's Advice sometimes even draw 5, meaning that they would have to have 0 cards in their hand before hand to even make it EQUAL to a POR).

Alright, it is the second worst draw card in the format, next to Professor Birch, but even that has been used to great effect.
