Number of non holo rares has no effect on your chances at rare holos. Holos are always 1 in 3 packs...that includes regular holos, lv Xs, and secret rares. So...12 per box. If you get 2 X and 1 secret rare per box...that means you get 9 rare holos. Doesn't matter if there are 10 or 100 non-holo rares.
 
This set is a game breaker, its a great set. Blaziken and Absol say that, Garchomp is on bench, and you have Relicanth, and the theme decks are even good. (Overflow anyway, it comes with Roseannes)
So I say buy a box, if you dont get what your looking for, you WILL get something of value to trade
