Strat:
Fighting Fury belt gives bulu a hp boost, aether foundation reduces hp bulu and koko would take effectively making him a 250 basic few could easily deal with since he has no weakness or resistance. Vikavolt allows him to charge up Brock's grit and energy recycler to refresh the deck hopefully as needed. I'd like to find a space for Olympia or Pokémon center lady for the random status decks I'll come across like garbage/espeon.

I run almost the same decklist. Yours looks pretty good. I run Drampa GX instead of Tapu Koko GX but I think I will switch to Tapu Koko GX and an additional Charjabug just in case Rare Candy doesn't work out since you want at least one Vikavolt in play as soon as possible.

I don't like Shauna in this list; replace them with 2 more Ns. While it's true that N also refreshes your opponent's hand, he's also a good way to disrupt a winning opponent and saving yourself from decking out in the late-game.

If you can, add more Rare Candies because 2 just isn't enough to get Vikavolt up and running.
