I'm currently in playesting a Tapu Koko GX deck, in the early stages (about 15 games) it plays pretty well.

UPDATE #1: This is V1.1, about 10 games in, It feels great! Deck plays really nice!

I believe the Electrode version of this deck was better with Ace Trainer, but I think it could still be good in new standard. The goal is you want to swing 130 turn 2 every game and you'll be fine so just need to add some consistency to the deck. Also I do not believe the Tapu Koko Promo synergies with the GX. Also one Lele will be fine as you don't want to use Bridgette, but it can get you and early Electrode and even a turn 1 Tapu Koko swing, which can decide quite a few games. I play tested this all summer with my friend and we ran Raikou with 4 Max Elixir and no Lele but considered your version too.

I like this, but I have a few questions:
1) Should it matter if I'm playing 1 super rod to have so many rescue stretchers?
2) Why Raikou? I'm unsure as to it being useful? (possible secondary attacker i'm assuming)
 
1) Fair enough -1 Brock's Grit, -1 Skyla, +2 Pokemon Fan Club would be my suggestion. Keep the Super rod or replace it with Energy Retrieval

2) Secondary Attacker yes, and it's an Elixir outlet. Tougher and higher damage than Koko Promo.
 
I played in a tournament yesterday and was matched against two Tapu Koko GX decks that both used the new Raichu, and it was cool. Granted, I beat both of them, but I saw the value of Raichu in the deck because Tapu Koko isn't OHKOing anything so evolving Raichu on the bench to paralyze the active lets Koko get two hits in which will knock out everything. Guzma is the only thing you have to really watch out for, but being Guzma'd isn't all that bad because that means they're not hitting your Tapu Koko that turn, plus you're forcing them to Guzma when they might have wanted to do something else. They also ran Devolution Spray and Super Scoop Up (I think you really only need to play one or the other) to use Raichu's ability multiple times. Maybe something to look at.

Not a bad idea either.... Hmmmmm.... Decisions Decisions....
 
I am also building and testing a Topu Koko deck and have to say those Raichus are not bad, definitely saved my butt a couple of times and helped me get knock outs. Also super scoop ups are your friend and would definitely suggest having 4 because they are super versatile when you land em. Grab a damaged koko, grab a Lele and replay, grab that raichu, if only the card didn't rely on a flip haha.

Early playtesting is hinting at the deck playing great!

What do you think of the Raikou that's coming out in Shining Legends? Has a 1 Lightning attack that does 30 damage and attaches a Lightning energy from discard to one of your benched Pokemon.
 
I wouldn't mind it, but at the moment I'm think of current time as League Cups are in about 2 weeks in my area.

EDIT 1: I'm thinking of adding the Raikou from Breakthrough, but I don't want to screw with the deck too much to fit at least 2 of them in....
