• When creating a thread in the Deck Garage, make sure that you post one deck per thread, you use the correct prefix, you have the set name/card number next to each card, you give a strategy for non-metagame decks, and give translations for all cards not available in English.

Strategy
To put down Deoxys EX into the bench to pump up Thundurus EX, Kyurem, or Lugia EX. Use Thundurus to discard energy from the attacker, and to attach energy to Lugia. Then, use Hypnotoxic layers to knock out pokemon after Lugia gets some hits in.
I'm not exactly made of money, so this is also a budget deck. I tried to get as much as I could in without spending too much money or trading away everything.
 
-4 Shadow Triad (Not great in this deck....)
-2 Plasma Ball (You want more Ultra Ball to discard energy to generate with Thundy)
-1 Ultra Ball (If you play Plasma Ball you don't need many Ultra Ball)
-3 Water Energy (Too much energy and you need the Special Energy)
-3 Lightning Energy (Above)
-1 Frozen City (Meh-ish in this IMO)
-1 Skyla (Don't really need 4)

+1 Virbank Gym (Explained below)
+2 Deoxys-EX (You should play 4 definitely.)
+2 Hypno-Toxic Laser (Explained below)
+3 N (4 is staple in EVERY deck)
+1 Colress Machine (3 is good)
+2 Colress (Usually your bench will be really full)
+2 Tool Scrapper (Silver mirror makes you auto lose)
+2 Silver Bangle (Good for Kyurem)

OK with Lugia the main thing you want to do is get Lugia power up + 3 Deoxys on bench + LaserBank. 120 + 30 + 30 = that magic number 180 to KO EX's. Everything else should be explained.
