I rescently found that I use Rain teams better then I do Sandstorm and Stall teams. And since I need to get more ideas on how to improve this team I figured I post it and get it rated. So here is Team Ninja Storm.
Politoed:M-@Life Orb
Ability: Drizzle
Nature: Timid +Spe/-ATK
EV's: 4 DEF/252 Sp. Atk/252 Spe
Attacks:

Politoed takes slot 1 as the lead for Team Ninja Storm and it's for good reason to: to start Rain. Unlike other Politoeds that run HP Grass, Hydro Pump, Ice Beam and Focus Blast I based mine on Choice Lead Kyogre which ran Water Spout, Thunder, Ice Beam and Surf. Hydro Pump and Surf provide STAB to a fair size portion of the OU tier and most of which is a combination between Fire, Rock and Ground-types. Surf and Hydro Pump both can OHKO most Heatrans and Chandelures and can check bulky Steel and Fighting-types. Ice Beam can be used to take on the likes of Salamence and Dragonite which both take massive damage. Finally HP Electric can be used to deal with the likes of Tornadus and other non-bulky Waters such as rival Politoeds.
Gengar:M-@Life Orb
Ability: Levitate
Nature: Timid +Spe/-ATK
EV's: 4 DEF/252 Sp. Atk/252 Spe

~Shadow Ball
~Thunder
~Focus Blast
~Giga Drain
While Gengar isn't well suited for Weather teams he does work well in the Rain when used correctly. Shadow Ball holds STAB against other Ghosts like Chandelure, Jellicent and rival Gengar. Latias and Latios can get KOed easily by Shadow Ball. Thunder can deal heavy damage to Flying and non-bulky Water and Ground-types. Gengar can score a OHKO on a non-bulky Politoed and Tornadus. Focus Blasts low accuracy is made up for by being able to take on Tyranitar and getting a OHKO on it. Finally Giga Drain rounds out this set by dealing with Ground-types and letting Gengar restore some HP that was lost by Life Orb, which allows it to stay around a bit longer then normal.
Bronzong:?-@Light Clay

Nature: Careful +Sp. Def/-Sp. Atk
EV's: 248 HP/44 DEF/216 Sp. Def

Bronzong enjoys being in the Rain since one of its largest counters Fire attacks have there power reduced. By throwing up Light Screen and Reflect, Bronzong can boost both DEF and Sp. Def of all members on the team. Stealth Rock can be set-up to dish out hazzard damage to Flying and Levitating pokemon that switch in. Finally Gyro Ball dishes some hard STAB damage to Tyranitar.
Tornadus:M-@Choice Specs
Ability: Prankster
Nature: Timid +Spe/-ATK
EV's: 4 HP/252 Sp. Atk/252 Spe

Tornadus maybe UU but can handle a large amount of pokemon in the OU tier when used in the Rain. Hurricane is Tornadus' main STAB attack and can OHKO alot of non-bulky pokemon such as Chandelure, Salamence, Gliscor and Latias that haven't taked hazzard damage. HP Electric deals with Water and other Tornadus. Grass Knot can be used to deal a fairly large amount of damage to Tyranitar. And finally U-Turn is used to scout rival teams and prevent Choice lock. Another two good options are HP Ice to deal with Flying/Dragon types Hurricane can't deal with and Focus Blast to deal with Tyranitar and Blissey if needed.
Breloom:M-@Toxic Orb

Nature: Jolly +Spe/-Sp. Atk
EV's: 216 HP/44 ATK/248 Spe

This is my own version of the Sub-Punch Breloom and it works great thanks to a fair size investment into the HP. After using Spore to put a pokemon to sleep its time to use Substitute to allow Focus Punch to be used. Seed Bomb holds STAB on Water, Ground and Rock-types like Politoed, Dugtrio and Terrakion. Focus Punch holds STAB on Rock, Dark, Ice, Normal and Steel-types such as Tyranitar, Cobalion, Weavile, Hydragon and Blissey. This set allows Breloom to function effectivly in any Weather.
Dragonite:M-@Choice Band

Nature: Adamant +ATK/-Sp. Atk
EV's: 4 HP/252 ATK/252 Spe

~Dragon Claw
Dragonite rounds out this team as the most powerful Physical attacker and thats for good reason. Outrage and Dragon Claw both hold STAB and can OHKO most non-bulky Dragon-types like Latias and Latios as well as Kingdra and Hydragon. Earthquake is here to handle Electric, Poison, Fire and Ground-types like Infernape and Jirachi. Finally Aqua Tail dishes out a large amount of damage to the likes of Tyranitar and Terrakion. Dragonites power is needed to help support the Physically weak members of the team and can be used to clear out Physical threats such as Tyranitar and Salamence.
