So far, convinced the strongest Rocket strategy is Spidops for consistency. Articuno helps that a lot. A bunch of these strategies are just less reliable to set up.
There are a few control pokemon, but not enough to make up a cohesive deck without just stuffing them in a current control strategy. No DCE makes Zapdos way less compatible with current control, despite having a good attack for a control deck. Either that or you are playing both the Zapdos and Rocket Energy.
Damage spread is neat, but even Hop is kinda overhyped and that spreads damage a lot quicker and more reliably. Sneasel is at least not totally bogged down by Shaymin since you want it to get rid of big pokemon. Maybe we'll see some mixed spread deck in the future, but this still feels too slow.
Weezing looks very fun. Being completely compatible with other Weezing family helps a bit, even if there's no DTE in the format to better charge up 151 Weezing. Hits harder than Spidops, but hitting 320 has to assume you put down only a tera pokemon and Koffing/Weezing. If the matchup needs Articuno or Shaymin, your total damage drops a bit. I'm more inclined to say Spidops is more consistent and cohesive, but I'd have fun playing Weezing.
4x Rocket's Receiver + 4x Petrel + 4x Arven means you basically have 13 copies of Secret Box (or trolley, blender, whatever) in your deck. That kind of consistency seems crazy assuming prizes don't screw you over.
This is definitely one of the best things from the pack so far in general. Arven certainly has an advantage in getting both an Ace Spec + something like TM Evo, but if you only need the 1 item, Petrel + Rocket's Receiver is whatever consistency you want. Might eat up a few unwanted spaces
after you get the thing you want, though. This isn't the case in any deck that can use Team Rocket's pokemon. I very much want to see how far a Rocketbox can go with something like Spidops as the main attacker, and some supporting 1-prizers behind it. I still don't feel Mewtwo is consistent enough to be a main attacker.
