I could see it having some potential next format with SSU and Devolution Spray as a replacement for Accelgor. Accelgor can use Gothitelle but is pretty inconsistent and slow, so this could be decent with decks only running 2-3 Switch and no Junk Arm.

I hope you're talking about Unlimited...

Anyway, I really liked the concept of this card and I found myself looking at it a couple times ever since we had the announcement of HG/SS on but I could never really find a use for the niche as Broken Time Space had rotated out. The Hyper Beam attack also had some cool disruption and energy removal uses, but the card just never ended up being that good unfortunately.

Nope, there's a Devolution Spray in BW5, that might be coming out in Dragons Exalted.

It could see a nice combo with that and maybe Sableye to get Devolution Sprays back on turns that you don't need to paralyze. It would be a much more consistent and fast version of paralyze lock.
 
This card is in Triumphant and the new format is Black/White on...

Ah. Well in that case, this card is just an inferior version of Vanilluxe, since it can't be played with both Vileplume and Super Scoop Up, and Seeker won't be enough to use the paralyze attack every turn. If you play it without Vileplume, they have enough Switches with Junk Arm to render the paralasys as nothing more than annoying.
