That blastoise Evo blister...

Target generally has three sections for the cards.
1. The general card area at the front of the store.
2. The end of an isle in the toy section.
3. Up next to the registers.
 
@espy87: You are quiet correct. However I find that with a few exception you won't find cards at the back isle of the toy area or at the registers that you should't be able to find at the main area in the front of the store. Case in point, the Torterra pack was at the main area. I searched the other areas but to no avail as they didn't have the Torterra packs at all, let alone the Blastoise one.

But then again no area of Target had the World of Illusions Box, I found that at one of the Wal-Marts in my area.

Eventually I should be able to find the Blastoise, even if that means going to ebay for it.
 
I found the World of Illusions box, too. I have to say, it's worth getting just for that jumbo Zorark card.
