I think Tyrogue wasn't included because they technically have to overhaul the Hitmonchan/Hitmonlee candy issue. and I think that Tyrogue would take the spotlight away from the other baby Pokémon as everyone for the next 2 -3 weeks would be treating it like an Eevee: trying to figure out the 'nickname trick' in order to get a Hitmontop.
