I don't think so, already googled a list of palidromes and couldn't find anything relevent.

By the same number of vowels and constanents does it mean, for example 3 vowels (eg a,e,e) and 3 constanents (such as t,g,k) or would the two es only count as one vowel.

A, E and E being the vowels would count as three vowels, but only two different vowels.

I'd say that, for example, the string "eeefff" would count since there's the same no. of vowels as consonants (what the post said). But don't take my word for it 100%.

It has to be two different vowels. So, aaefff could count.
