That would be true if wou were talking about physical, contact damage, done by ramming the opponent at a speed sufficient enough as to significantly raise the attacker's mass, and therefore, its momentum, translated as potential energy.
A small speed difference doesn't change much. especially when slow pokemon usually compensate their lack of speed with... actual mass.

Just got home from the biggest cities Australia has had this season. Super tired. I'll respond to Pms and such tomorrow after school. I can''t vote anyway, so it shouldn't make that much of a difference.
