Ruling The Difference Between EX and ex

For the life me I cant find the ruling on cards. Thought did but cant remember where I found it. ok here I go, the ex on some cards are capital letters, and some are lowercase letters. I believe I read that they are interchangeable and mean the same thing regardless of being capital or not.

No, they are not the same thing. The old version, e.g. Mewtwo ex, is not the same as the current version, e.g. Mewtwo-EX. Note the difference.
 
Only difference I can see is in the names are capital letters and lower case on the cards them selves. other wise names are the same to me for some reason

EDIT: found out this only reason there different is because of the Japanese translation into English. lol ty for the help though I appreciate it.
