Dugtrio 4 can combo with Quaza C Lv.X by discarding 2 cards from your hand (to make sure that Quaza C Lv.X doesn't discard energy with its attack) and spreading at the same time. Then, you can use Dig to switch Quaza C Lv.X to Active (or Quaza C, then Level Up), which will hopefully activate Dragon Spirit, putting energy onto Quaza C Lv.X for Final Blowup. You can get the Energy in the discard by using Earth Tremor.

Who would work better with Cynthia's Rayquaza than one of her other Pokemon? Arboreal Excellertion (gotta love powers that expand your vocabulary) helps 'Quaza twofold: it lets you rid your hand of excess cards when trying to Final Blowup and keep your energies, and it also lets you set up the dragon extremely fast with the added attachments. The 2 counters from the power complements regular Roserade C's attack, with a way to possibly remove the damage you are placing. Vengeful Powder, an offshoot of Promocroak G's attack, also works into the synergy. A KO'd Rayquaza will be losing you at least 3 energy, and even with Roserade out, that takes a while to get back. Rose X's attack can potentially give you a turn to set up another dragon, without having to sacrifice more Pokemon. I don't think the possible {P} for 60 plus paralyze is that overpowered since it's on a Lv.X, and can't be brought out by surprise like Toxicroak can. It also bothered me that the regular Roserade's only attack cost 3 energies, so I figured he needed a cheaper one.

@Lolmonster What do you mean there's no strategy? You wanted a card that works with Quaza C X and you got it. The body helps Ray's attack, and if you use Dragonite FB X's attack, you can get the energy back with Ray's power.

All it really does is free up a spot for unown G, because you don't need e-gain. You still need to let Rayquaza get several final blowups.

Make a 2 Stage evolutionary line that can help you counter Arceus....Just a very simple round the Pokémon chosen can't have more than 100 HP...So let start...

Simpler - Make a Basic Pokémon and it's Stage 1 Evolution. Both Can't exceed 100 HP

No Pokémon SP, Shining, Star, ex, Lvl X, LEGEND, or Owners

Arceus, huh? I'm not really quite sure why we're making a counter to that of all things, but I went along with it. Because of the in my opinion unusual 100 HP rule, I decided to give them the status of the ORIGINAL Dark Pokemon from the Team Rocket set; I wasn't a big fan of the half Dark ones in TRR, so I just went with the theme of lowered HP. I tried to make a line that didn't only have utility against Arceus, but against other popular cards in general. Going to go with the Colorless Arceus' Rippling Wave attack, are you? Prepare to get blasted in the face with 140 for CC! Got out the Pantheon Lv.X in my face? How about I slap down a Memory Berry and lock that sucker down? I tried to give the lower evolutions utility attacks like the RR Flygon line has, because I really like the idea of having many different options to use. Thunder Spear and Dual Whiplash obviously combo together to use against bigger setup decks that take advantage of Pokemon like Claydol, while Rainbow Prism has more utility vs. SP decks, which would probably save their power sprays to avoid getting massively spreaded on. This deck would actually be great for people who are tired of Fainting Spell flips!

EDIT: I think I got all the stupid é's... -.- dark pokemon aren't sp/shining/star/ex/lv.X/legend/owners so go me!
