Strategy:
So for those that haven't seen it, this is what Kingdra does:
Kingdra, Stage 2 - Evolves from Seadra, Dragon Type
Alpha Growth: When you attach an energy from your hand to this Pokemon, attach two energy.
[C] Gather Strength - Search your deck for 4 basic energy and put them into your hand. Shuffle your deck afterward
[W][W][L] Dragon Blast - 150 Damage - Discard a [W] and a [L] attached to this Pokemon.
Weakness: Fairy X2
Retreat: 1

So with Kingdra's attack, you can hit for 150 damage. 180 with a Silver Bangle. Manectric and Kingdra's ability provide decent enegy acceleration to use Dragon Blast. The oen copy of Kingdra from Plasma Freeze is there to put your energy back into the deck. Other cards that I am considering adding that may be good are Garbodor DRX/LTR with Float Stone.

Nice list!
First off, you might want to consider a 2-1 or 2-2 split of Muscle Band/Silver Bangle, as Stage decks are slowly becoming more playable, and Silver Bangle would be dead in those cases. Also, given that you need 2 different Energy types to attack, I suggest you cut one Water Energy for another Professor's Letter.
Other than that...list looks great :D
 
Hmm... Good suggestions. Thanks, Vom! These all sound really great and since there aren't many Non EX Pokemon with HP Upwards of 150, but Stage 2 decks are becoming more playable, Chesnaught and Charizard may be some things that I happen to encounter. I'll make the update shortly.
 
I think you're more likely to find Training Centers, and those would make Stage 2s pretty bulky, giving them the extra 30HP.

That would bulk up stage 2s, but Undulating Ocean would specifically help me, while my opponent, if playing evolutions, would also benefit from training center. The suggestion does make sense though.

Hey man, I really like the creativity. I am so happy to see people using non meta decks. Now, Dragon Vortex and M Manectric EX counter each other. Dragon Vortex is a complicated evolution when used correctly, can be deadly. So I would take the Kingdra PLF out. Here are some other changes I would suggest.

-1 N
-1 Silver Bangle
+1 Muscle Band
-2 Rare Candy
+1 Manectric EX
+1 Seadra
-1 Horsea
+1 Tool Retrieval

N is a nice card, to an extent. I recommend running a late game shuffle card like a Shauna or a Professor Birch.

Silver Bangle is nice, but it is very hard to find one when you need it, add a muscle band, its more consistent.

Rare Candy set ups can be difficult without computer search, dowsing machine goes great with your deck, I recommend keeping it.

Manectric EX. Its good to have an extra up your sleeve. If your Kingdra set up is very slow, you can still have a decent Manectric set up which is very strong.

Getting rid of rare candies, add a Seadra (Smokescreen)

The horsea can really hurt you, lets try to not draw 4 horsea with no supporters.

The tool retrieval can be an amazing life saver. If you know your next turn that your Kingdra will die but your going for the 2 for 1 exchange, take that muscle band back in your hand so you don't have to waste a dowsing machine. Also amazing item to run with running more than 1 mega.

Good Additions:

Shauna
Professor Birch
Float Stone or Switch
Mewtwo Ex - when running Manectric, try running one of these. The results may suprise you.
With that tone, try 2 Double Colorless with Mewtwo.
