Ruling Tirtouga and Revive

So I was looking through combos with Tirtouga, and I saw revive. It states that you can put a basic pokemon from your discard pile to your bench.

Revive

Now Tirtouga says that it can only be played to the bench from a cover fossil.

Tirtouga - Water - HP90
Revived Pokemon - Can only be played by Cover Fossil to the Bench.

[W][C] Water Gun: 30 damage.
[W][C][C] Surf: 60 damage.

Weakness: Grass (x2)
Resistance: none
Retreat: 3

Does Revive bypass that effect? Can you play a revive on a discarded Tirtouga and put it on your bench?

We don't make rulings on cards that aren't in English. However my guess is that the answer is no because it isn't a basic pokemon. Its a revived pokemon.

We do not cover cards that have not been released in English yet. However, IMO, you would not be able to Revive Tirtouga, because it's not a basic Pokemon.
